Subject: Political Manifesto from the People of Southwest State of Somalia

  • Having duly supported the peace and reconciliation process adapted for the Somali people to recover from civil wars, and the Federal Government created for the nation.

  • Having read the Somali Charter agreed upon for the Somali people and its federal government created in Nairobi, ( Kenya).

  • Having read the power-sharing agreement based on 4.5 models on the governance and resources.

  • Having considered the dire occupation of the Southwest State land, and the
    systematic violence constantly subjected to the people of Southwest state, and also, bearing in mind that, what at stake is not only the use or abuse of the land forcefully taken from its rightful owners, but the very existence of our people.

  • Having closely followed the nominations of regional officers for certain parts of the country and methodology of participations and consultations for the Joint Needs Assessment initiative currently underway.

We, the cross sectional representatives of the people of Southwest state - who are the undersigned signatories of this manifesto, declare here the following political positions for our people within the framework of our federal government:

  • We reaffirm the creation of the federal system in Somalia

  • We support the following four state levels of jurisdictions: Southwest State, Somaliland, Puntland and Midland State.

  • We declare that our state teretories are as follows: Bakol Region, Bay Region,Gedo Region, Middle Jubba Region, Lower Jubba Region and Lower Shabeelle Region . The people of Souhtwest shall not in any circumstance accept any remapping or regrouping of the regions like the considered Jubbaland state that is designed to hand the political power to certain communities and to disenfranchise others, because this will only lead us (Somalis) to more unnecessary conflicts and new wars. The integrity of SW State territory shall be defended by its people.

  • All the citizens living within SW state boundaries shall enjoy the same constitutional rights and share the same responsibilities.

  • We are urging the TFG and the UN to carry out proper census in the country to obtain reliable demographic data which will serve as a base for future planning initiatives and democratic processes.

  • We firmly shall oppose any interference from the federal officials in the jurisdiction of our state in the election and appointment of our state officials as well as in the setting up of our boundaries with other neighboring states within Somali federal territory. The collective will and the self-determination of the people shall be the only way to determine the political destiny of the people of Southwest state. SW State has the same rights in the federal jurisdiction as Somaliland, Puntland and Midland states.

  • We are urging that all concerned parties of Joint Needs Assessment including IGAD, United Nations Development Group and World Bank to ensure the diversity of Somali counterparts and institutions to guarantee regional representatives, when they establish teamwork for Somalia.

  • We are calling for the chiefs, elders, leaders, politicians, intellectuals, and citizens of the occupying militias to join us in the condemnation of occupation of others land. We persistently demand immediate withdrawal of all victimizing occupiers from the forcibly occupied inter-river territories.

  • Finally, we are calling all the residents of Southwest State to join the newly proposed national council for our people in order to promote our political, economical, cultural and social developments of our State in this critical era within the federal system of Somalia.
