Ahmed Madobe, Said Deni hold political talks in Garowe over Somalia reforms

Garowe (HOL) — Jubbaland President Ahmed Mohamed Islam (Madobe) met with Puntland President Said Abdullahi Deni in Garowe on Sunday in a strategic show of unity, as both leaders push for stronger regional influence amid Somalia’s stalled national reforms.

The meeting marks a significant step in their revived political alliance following a prolonged rift over the 2022 federal elections. Officials say the two leaders, once divided, now share a unified stance on key issues—particularly on electoral reforms, constitutional amendments, and the role of federal member states in decision-making.

The Garowe meeting follows a discreet reconciliation earlier this month in Nairobi, where Madobe and Deni reportedly agreed to coordinate efforts to counter what they view as the Federal Government’s centralized approach to governance.

Both presidents have been critical of President Hassan Sheikh Mohamud’s administration, accusing it of sidelining regional states in critical national dialogues. Their collaboration could present a formidable bloc as Somalia prepares for delayed elections and an ongoing constitutional review process.

Deni personally welcomed Madobe at Garowe Airport on Sunday after his flight from Kismayo. The leaders then held a closed-door session focused on intergovernmental coordination, security concerns, and the political roadmap for Somalia’s next phase of governance.

Sources close to the talks say the two leaders are also exploring the possibility of forming a broader opposition coalition—an initiative Deni is reportedly spearheading to unify voices critical of Mogadishu’s leadership.

Madobe and Deni are expected to issue a joint position on federalism, intergovernmental relations, and the structure of future national consultations, following a private meeting in Garowe.

Their joint position could potentially reshape the balance of power between the federal government and member states ahead of future negotiations.
