Jubbaland, Southwest, Galmudug leaders gather in Mogadishu for NCC meeting

Mogadishu (HOL) — Amid persistent regional disputes and recent delays, the Presidents of Somalia's Southwest, Jubbaland, and Galmudug states arrived in Mogadishu on Monday to partake in the resumed National Consultative Council (NCC) meeting. 

Their arrival marks a significant step towards advancing national dialogue on terrorism and constitutional reforms.

The regional leaders, Abdiaziz Hassan Mohamed Laftagreen of Southwest, Ahmed Mohamed Islam of Jubbaland, and Ahmed Abdi Kariye of Galmudug, were welcomed by a delegation led by Minister of Interior, Federal Affairs and Reconciliation, Ali Yusuf Ali Hosh. This gathering comes after a series of setbacks, including the withdrawal of Puntland, which has raised questions about the summit's inclusivity and effectiveness.

The NCC summit was initially planned for April but postponed due to "technical reasons" linked to escalating tensions among federal and regional leaders. The meeting aims to address crucial issues such as counter-terrorism strategies and the completion of Somalia's constitution. These talks are seen as pivotal in shaping Somalia's governance framework and its future political landscape.

Puntland's notable absence stresses a deeper rift within Somalia's federal structure, following recent constitutional amendments that enhanced the President's powers and aimed to establish direct universal suffrage in upcoming national elections. The decision led to Puntland's non-recognition of the federal government, demanding adherence to legal frameworks before engaging in further discussions on constitutional matters.
