Dhusamareb (HOL) — General Bashir Mohamed Jama, also known as Bashir Goobe, won the by-election for the House of the People seat HOP 18 in Dhusamareb on Tuesday. The seat had been vacated by Sahro Colaad Abdi.
The by-election, held in Dhusamareb, the capital of the Galmudug administration, resulted in General Bashir's widely anticipated victory.
General Bashir Mohamed Jama served as the Commissioner General of the Custodial Corps, where he managed Somalia's correctional facilities. His efforts focused on improving conditions and rehabilitation programs for inmates, addressing substantial needs to support broader peace efforts in the country.
General Bashir was also previously appointed as the State Minister for Public Works following a political agreement between former President Farmaajo and former Prime Minister Roble in 2021.
In addition to his public works role, General Bashir has a notable background in Somalia's security sector. He briefly served as the interim Director of the National Intelligence and Security Agency (NISA) amidst a political dispute between President Farmaajo and Prime Minister Roble. Roble's appointment of Bashir to NISA was contested by Farmaajo, who appointed Yasin Farey instead, leading to significant political tension.
Several seats in the House of the People remain vacant following the deaths of their former occupants. Notably, the seat of the former Minister of Youth and Sports, Khadija Mohamed Diriye, is still unfilled.
