 @PIS, I agree accountably is at most important, but lets not forget fragile and weak Transitional government will not be able to handle public accusations and  disruption of foreign funds.
Somalia needs the basic fundamental governances and structure, corruption is a big problem but there bigger problems to deal with than corruption.
Mark my words if Somalia were  the top contributors of law and order, systematic structure and security providers at the current stage, Somalia will never be on its feet,

 It is brand new era for Somalis! I am sorry if I sound so cynical,but I think there is a silver lining in this report. Somali leaders and the word accountability had never been in the same sentence as far as I can remember; and trust me I am about to be fourty years old!
Let us welcome this report and see how the TFG defends it. If the wide spread corruption in the former and current leaders is proven correct, then, there should be an indictment of these leaders in the report, so the next Somali leaders can learn "the accountability lesson" in advance. Just a suggestion.
