Cleraly anything that impinges on freedom of speech and thought or limits access to information is no good for the nascent democratic process in SL. Howver the NEC has genuine fears about this rumour-taken-as fact oral society where evidence and facts are far less important than perception and 'everybody knows' attitude to facts. in fact there is no word in Somalilandese for 'evidence'. One lie that goese out of hand can trigger all out clan warfare
