Who are we waiting for? instead of preparing the army and all armed forces with the help of School and communities to train all for disaster rescue missions, as well as trained firefighter for river and see rescue and evacuation mission when ever need comes. You fix your roof when the sun is shining, so why not start for drought prevention today and be ready for the next cycle of flooding today for river and waterways clearance and maintenance for soft banks. That is how to deal with disaster, not a one-off wailing competition, African style.
