We know it is a war zone and therefore very difficult to identify enemy from ordinary citizens but there must be check and balance. There must be an investigation that should apportion blame if it turns out there wasn't any circumstancial explanation or heavy handed tactic wax used. 1- Citizens have to informed on how to avoid approaching military convoys, and if they are wronged, then must be justice. 2- the Amisom should give guidelines to their soldiers on how to deal with civilians whem heavy armoured vihicles are on the move. 3- How this case is resolved is the key to successful cooperation or creation of chaos.
