With  regard  to  disputed  maritime  areas,the CLCS requires the prior consent of all the States concerned before it will consider submissions regarding such areas" That means without the MOU our application to extend the outer limits would've being rejected. What the court rejected is the intepration give to MOU to Kenya and by some confused somalis. Without MOU, our CLCS application would've being incomplete. The Conclusion: Sh. Having said that, Mr. Hassan does not merit another four years of presidency of the Somali people. I can not recall one iota of a progressive and tangible difference that he and his government have made in the last four years- he could not even establish a mayoral authority in Mogadishu throughout the years he was in power. Yearning for his return as president is just like dashing the hopes of the Somalis for a just,strong stable government. We should reward our leaders on their track records, leadership skills and on merits alone. I pray to Allah that the Somali people will get this time around a leader they will all be proud of. Such a man (as no women running or have the chance at this point) will hopefully start a new beginning in which it would be clear to all, especially our neighbors, that Somalia is for the Somalis to deal and handle its business, who will make a serious dent on combating corruptions! If we get such a leader, we will know by soldiers and civil servants getting paid on time every time owed! There will be a new unmistakable spirit in the air. If, on the other hand, it is Hassan Sheikh again, Somalia will continue to be the #1 corrupt nation on the planet every year, soldiers will go without pay and Shabab will carry on as usual for the next 4 years. Even I could've predicted that the ICJ would come to the conclusion that it has jurisdiction. Now the real business begins.
