Do you want your enclave to stay "independent and safe"?
Kick out that MORON form your territory. Do not recognize something called Somaliland-Khatumo Federal Republic (as he apparently claims), in order to show a non-existent appearance of clan inclusiveness, by appeasing a handful of renegade elements from their own ,divided, sub-clan!
