Wiil Isxaaq @ 7/12/2019 2:22 PM EST  UNDP wanted to take recruits away from Al Shabaab when they appointed Kharbaanmaajo. But the plan was wad going well until Madoobe the Kenyan braught foreign troops into a city which the Marehans believe to have the rights of control. Kenya paid for siding with Madoobe the Ooga-aaden Kenyan, bit they invested more in military solutions instead of facing the reality of correcting the power sharing. So the city is actually very lucky to have been quiet this very long.
