TERMS OF REFERENCE

POSITION : Monitoring & Evaluation Field Officer

DUTY STATION : Mogadishu 50 % with frequent extensive travel across Mogadishu and southern Somalia and limited travel to Nairobi.

The Monitoring and Evaluation Field Officer (MEFO) will work closely with the Monitoring and Evaluation Officer in Mogadishu to support the Monitoring and Evaluation Coordinator in all knowledge management, monitoring and evaluation matters relating to the Transition For Stabilisation IOM Program in Somali. The MEFO will assist the Monitoring and Evaluation Unit to ensure the successful delivery of the TIS Program as a whole against the performance measures set out in the Performance Management Plan.

The position will be focused on the M&E and learning function of TIS. This will involve the design and management of monitoring activities over the project cycle and making contributions to the preparation of documents and papers of learning on TIS. The post will involve direct contact with projects on M&E issues.

The tasks for this position have been divided into 3 areas and are not representative and or indicative of approximate equal division in time.

  • M&E Design and Training

Working with, and supporting, Monitoring and Evaluation Coordinator to:

  • Design and maintain TIS’s M&E systems and reporting templates
  • Ensure the maintenance of all M&E reporting and data management systems across all current and future funding windows
  • Support TIS/BRA District and Dan Guud staff on M&E implementation and operationalization of systems
  • Assist with M&E workshops and or de-briefings for new grantees
  • M&E Performance and Impact Assessment

Working with, and supporting, the Monitoring and Evaluation Coordinator to:

  • Conduct project monitoring site visits
  • Conduct and oversee impact assessment of stabilization grant activities and cluster case studies

 

  • Knowledge Management

Working with, and supporting, the Monitoring and Evaluation Coordinator to:

  • Collate project monitoring data, analyze TIS portfolio and production of Quarterly, Annual & Situational reports for IOM and specific donor requirements (e.g. USAID & UK AID)
  • Produce write ups and case studies on lessons learnt on measurement of impact, best practices(e.g. on program design and implementation in post conflict settings, Community service programming, infrastructure development, social reconciliation and construction)
  • Design and manage learning events with grantees across sectors, districts and regions
  • Engage the donor community and local government development policy makers to disseminate results and learning.
  • In conjunction with the Information Officer, prepare events and/or workshops to disseminate publications as appropriate.

 

  • General Services

Working with, and supporting, the Monitoring and Evaluation Coordinator to:

  • Provide ad-hoc advice and support the Field Coordination Unit, Grant Unit, Information Officer and the TIS team where necessary
  • Support the Program Coordinator and Senior Program Advisor in all information needs as and when requested
  • Work in a cohesive and productive team with the Monitoring and Evaluation Officer, Grants Manager, Information Officer and other TIS staff

DELIVERABLES

The MEFO will deliver high quality services in the delivery of the tasks outlined above and any other tasks agreed with the Senior Stabilization Coordinator of TIS.

REPORTING

The MEFO will report to the Program Coordinator in Mogadishu and Monitoring and Evaluation Coordinator will serve as the Technical Manager, and in their absence to the Operations Manager and Senior Program Advisor in Mogadishu.

ESSENTIAL QUALIFICATIONS

  • University degree in Social Science or other appropriate field;
  • Good understanding of USAID Funded programs and UN Partners;
  • A minimum of five years, experience in monitoring and evaluation, preferably in fragile state context;
  • Technical skills in qualitative and quantitative evaluation and managing heavy data; 
  • Strong communication skills with the ability to effectively and persuasively present information in a variety of settings and formats;
  • Familiar with activity and grant reporting methods and information management systems;
  • Advanced knowledge of Microsoft Office, with proven experience in Access, Excel and Power point;
  • English fluency required. Somali fluency preferred.
