Communique: Midnimo I Conference

The Midnimo [Unity] I Conference has been launched in Gedo region’s capital City, Gaerbaharrey on October 6th 2014 with the intention of taking a unified stand towards finding a durable solution to the different political opinions within the members of Sade [Marehan] clan.

The Conference was attended by 254 delegates from all walks of life and both from within the country and the Diaspora of wider Sade community.

The issues deliberated in the Conference were:

       I.       The different economical social security and political situation of the wider Sade community.

    II.       The unification [of approaches] of Sade community.

 III.       Adopting a unified stand on the divergent ideas towards the federal system.

 IV.       Adopting a unified stand towards the Jubba regions.

After meaningful and productive discourse, the Midnimo Conference identified and reached consensus on the following:

1.      A widespread forgiveness among the wider Sade community, and to peacefully seek a durable solution;

2.      To proceed and hold the Phase 2 of Midnimo Conference to which all Jubba communities will be invited;

3.      As is clear in the name of the Conference, the first priority was given to securing the unity of all Somali people and that of Sade community in particular;

4.      The conference generally identified that throughout the areas in Somali where this particular community resides and Gedo region in particular, the basic services such as security [policing] education, health, and infrastructure are poor or non-existent. In this light, the conference calls upon the Somali Federal Government, International Community, the Diaspora and the wealthy members of this community to immediately address the above mentioned needs and shortages;

5.      The conference prioritizes and fully observes the necessity of understanding and peaceful coexistence of all the Somali communities in Jubba regions; and yet expects that every community seeks her representation rights in a manner consistent with the Law of the Land [Federal Provisional Constitution.];

6.      The Conference observes dissatisfaction towards the way the Central Regions Interim Administration is being constituted; and therefore supports the decision of Sade elders under the traditional leadership of the Ugaas [king] of the Community;

7.      In order to nationalize the forces of Ahlu Sunna Waljamaa of Southwest, this Conference calls upon the Somali Federal Government to honour the 1st April, 2013 Agreement that the Government entered with Ahlu Sunna Waljamaa of Southwest.

8.      For the smooth implementation of federalism, and to achieve a democratic elections throughout Somalia in the year 2016, and in accordance with the Law of the Land, the Conference calls upon the Government to fast-track the necessary legislation and other legal tools towards the same goals;

9.      After essential deliberations and objective observations of the Conference towards the Addis Ababa Agreement – established Interim Jubba Administration, it became clear and has been agreed that:

Ø   The Addis Ababa Agreement lacks the faith and confidence of most of communities that reside in Jubba regions; and that –even so- its implementation has been seriously lopsided so far.

Ø  The role of the Somali Federal Government is astoundingly absent from the process.

Ø  That IGAD regional body, especially the “IGAD Facilitator Office for Peace and Reconciliation of Somalia” is not and has never been impartial between the communities in those regions. That audacious partiality and apparent usurpation of executive powers by this Office have worsened the atmosphere, deteriorated the overall situation and became an obstacle to the overall stability and community reconciliation in Jubba regions;

Ø  That Addis Ababa Agreement has unfortunately visibly failed primarily because of the unhealthy involvement of the “IGAD Facilitator Office for Peace and Reconciliation of Somalia.”

10.  The Conference views with concern the manner that the [Somali Federal] Government and the International Community are conveniently ignoring the widespread human rights abuse against the innocent civilians in Kismayo city and its vicinity;

11.  The way forward on the Articles of 9th and 10th will be fully deliberated in the  second phase of Midnimo Conference in which all the resident communities of Jubba regions will attend and discuss their future together going forward;

12.  To officiate the final outcome of Midnimo Conference and to ensure its implementation of its essence such as the provisions of basic services in Gedo region, a Task Force for that purpose was assigned.

APPEAL:

The Midnimo Conference:

ü  Calls upon the Somali people to stand up and together to restore their lost status as a functioning state.

ü  Calls upon the Somali government to affect a fair and balanced distribution of the donations from the International Community among all the regions.

ü  The revamping and capacitating the Somali national army, and to give it [the army] a national face by recruiting it from all the regions of Somalia. 

ü  Hereby respectfully invite all the Somali clans and communities in Jubba regions to honour us and fully participate in the Second Phase of Midnimo Conference to be held in Garbaharrey, the capital city of Gedo Region.

ü  Calls upon the Somali Federal Government and the International Community to lend a helping hand in the successful conduction and conclusion of Midnimo II Conference.

Gratitude

The Conference is hereby grateful for its successful conclusion to the Gedo regional administration, Garbaharrey district administration and people, the Somali National Army, the Ahlu Sunna Waljamaa’a forces in Gedo region and last but not least the AMISOM forces as well as the businessman of the Community inside the country and  the [Sade] community Diaspora.
