The UN Department of Safety and Security (UNDSS) has offices worldwide and is responsible for providing leadership, operational support and oversight of the security management system to enable the safest and most efficient conduct of the programmes and activities of the United Nations System.

Under the direct supervision of the Field Security Coordination Officer (FSCO) in Baidoa/Wajid, or in his absence the Chief Security Advisor (CSA) or Deputy Security Advisor (DSA), the incumbent will perform the following duties and responsibilities:

  • Continuously assess the security situation at his/her duty station in Wajid, Somalia and report to the FSCO (CSA or DSA), either verbally or in writing, developments relating to security, and clan issues, as they occur.
  • Establish working contacts with key members of the Government, de-facto authorities, warlords, clan chiefs and elders and others related to the security community in Somalia.
  • Keep fully informed and updated on clan related issues at his/her duty station area in particular.
  • Arrange meetings and interviews for the CSA, DSA or FSCO with key players in Wajid and Bay region and other parts of his/her area of operation.
  • Report to the FSCO in the area as his/her direct line manager, and to the senior National Assistant when appropriate, in coordinating security or administrative matters relating to his/her job description.
  • Coordinate the passage of security and administrative information through the FSCO at his/her duty station or the senior national security assistant.
  • Act as FSCO a.i. in the absence of the FSCO, advising the Area Security Coordinator (ASC) as appropriate and authorizing National Staff security clearances.
  • Be a member of the National Staff Security Committee.
  • Advice the Senior Locally Recruited Officer (SLRO) when at Security Phase 5.
  • Attend ‘in-country’ security training as directed.
  • Liaise with other national security assistants through the senior LSA to represent concerns and issues relating to security.
  • Assist in the supervision of the security communications system at the cost-shared radio room at his/her duty station in Somalia.
  • Ensure that National and International staff lists are maintained for UN personnel in his/her area of operation.
  • Be responsible for the accountability of UNDSS security equipment and stores at his/her duty station.
  • Be responsible for ensuring that all invoices and bills relating to security are submitted and processed through the UNDSS office in Nairobi in a timely and appropriate manner.
  • Perform other security related tasks as directed to by the FSCO, CSA or DSA.

Qualifications:

  • Education:  Minimum diploma. University bachelors degree or higher is preferred.
  • Experience:  A minimum of 3 years experience in a security related occupation (military, police, UN or equivalent) or 3 years work with humanitarian organizations in areas of high insecurity.
  • Language:  Good English language oral and writing skills as well as fluency in Somali.
  • A valid driving license.
  • Have good working knowledge and understanding of communications equipment including radios, telephones, satellite telephones, faxes and good computer skills.

Competencies:

  • High level of awareness on security matters and to understand different levels of risk and threat.
  • Ability to take initiative and use judgment to identify threats against the UN (personnel or property) and take appropriate action / report to the FSCO, ASC, CSA or DSA in a timely fashion.
  • Willing to work long hours, under difficult conditions and often at high levels of stress.
  • Highly motivated and have the ability to think quickly and react with initiative to rapidly changing situations.
  • Have good inter-personal and communications skills and the ability to interact readily with UN staff members at all levels.
