 Before the Federation and Boundaries Commission is set up to do its work in delineating the demarcation of borders, the new must at least be comprised of two regions or more.  That's the minimum legal requirement.

Federalism is a viable solution for reconstituting the Somali State and correcting decades-long injustice. However,   The creation of any new state must be constitutional in that the process must be driven by genuine dialogue  and reconciliation.  It took many years Thor Puntland to come to its fruition so as Somaliland.

The UN Special Representative has committed a grave mistake when he put his signature alongside warlords. He might be forced to resign unless  all parties agree to abide by the Constitution

 I think President Hassan is clever enough to understood that he must create some sort of state so can repatriated from Mogadishu  for the marauding gang from the central Somalia, because it will be relieve  for the people of Mogadishu as well as  Marka Cady

Clan federal extremists can only see everything in their clannish fantasy and never think of the rights of others.

Mogadishu has an administrative Capital called Warta-nabadda and that is the only place the Somali government can claim, the rest of Mogadishu belongs to the local population just like other regions belong to their locals. You cannot deny the rights of nearly three million people claim when at the same time other regions are exclusively claimed by other clans.

Oh, how unfortunate!!! Did your master plan not work?

You and Puntland are in denial, this is good way for Somalis to move on to peaceful and prosperous future, to quote some people who were supporting this process but are now unhappy.

A lot of people the same who are now questioning this process were in support of it when formed it  Jubba and Gedo, and SW3. What is it that you disagree with, the process or the outcome? If you agree with this process only when the outcome you want comes, then you have no right to complain when it doesn't suit you.

 lol, what goes around comes around. Buqlaan has been claiming parts of Sanaag and Sool for many years and even caused wars over it. Now they are saying Hawiye's cannot do the same?

Problem is Isaaq has power and would have punished Hawiye just like we punish Buqlaanders when they act up, but can little Buqlaan people stand up to UN recognised Hawiye administrations :)?

What a bunch of fruitcakes these Buuq people are.

 It appears Puntland was not even consulted about this. If the Hawiye and the Darod clans from South Galkacyo to Hiiraan agree on this then that might make sense although I doubt very much this will happen. But we wil wait and see. My gut feeling says this is a non-starter. But the more they mess things up in the South the better for us in Somaliland. So from our point of view, this is not a bad move. We will see.

 Let's be honest with each other. The region of Mudug is made up of five districts: Jariiban, Galka'yo, Goldogob, Harardhere, and Hobyo. Three districts are predominantly  populated by Darood whereas Hobyo and Harardhere belong to Hawiye.

On Galgadudud region, two districts belong to the Marehan Darood.

This is an impossible construction of a new state. The objective is to illegally grab Darood lands.  

The UN and IGAD will be held responsible for any potential conflicts that may result from such haphazard project. Ridiculous.

 All these actions by the PTFG, Permanent Transitional Federal Government, are unconstitutional. It doesn't matter what anyone says, if it's unconstitutiona,l there is nothing that can make it right. You cannot break the constitution and expect to have a good state and governnance.

Here's the trick by the PTFG and IC: They have seen the Somali people will not accept any of these clan states permanently, so their plan is to install them as transitional/ku meel, knowing they wont change them in the future and hoping Somalis will come to accept the recognised clan states in time as they always have done on other occasions in the past.

We have seen this pattern in Somalia that what is transitional becomes permanent, whether it's civil/clan wars, warlord and corrupt leadership, refugee and stateless. It is some people's interest to keep Somalia in permanent transition of stateless and anarchy.


I'm pointing out that it is unconstitutional to show that there is big problems with this, but the constitution is only one part of this whole farce. There are clan wars beconing as Southern Somalia is being divided into Ethiopian and Kenyan sphere of infulence, Kenya has Jubba and Gedo, while is gets Bay, Bakool and Shabeele Hoose.

Jubba and Gedo state or Kenya State has already being given to Kenya, but there is dispute about the KG/SW3 State which is being used to convince Ethiopian to back the Jubba initiative, some people, probably the majority, in Shabeele Hoose don't want to be in KG/SW3 state. Kenya has Jubba and Gedo but Ethiopia will not accept a state which doesn't include either Shabeele Hoose or Jubba Hoose.

 Western Galgaduud (Marehan) can elect to join Puntland.

Southern Mudug must be part of the Central State with Hiiraan & Galgaduud and a Middle Shabelle.

Mogadishu will not be a federal state but Administrative Capital.

 I hope this works out for them. It will greatly help the people who live in these regions in terms of peace, economy and prestige. The only issue i see that some people will argue that this is unconstitutional since this is 1 region and half and the constitution clearly says 2 regions or more can form a regional state.

It's not only that, it's unconstitutional, too. None of the regional states in Somalia are constitutional. This government says all of them, except Puntland, are transitional administrations, but all them are unconstitutional.

We never have anything permanent as everything this government does is transitional. We don't even have a permanent constitution, it's as if someone has planned to keep Somalia in transition forever.

The Somali government is PTFG: permanent transitional federal government.
