xidig10 @ 12/6/2016 10:01 AM EST  It all comes down to the relationship between the Federal government and Federal member states. Each state has it's own fishing ministry. If each fed member state produces their own fishing licenses and there is no coordination with the Feds, it will be hard to tackle this Illegal fishing.
