It is quite ridiculous to claim to be preventing a dangerous situation (threat to peace and stability) by acting unlawfully and suspending the constitution and overriding parliament

That's what tyrant leaders do and it's not something you would expect the West to encourage.

The biggest threat to peace and security is unlawful actions and to claim unconstitutional powers

I don't understand this bit. Does the Somali president have a veto on bills passed by parliament?

I was confused by this, so I checked the provisional constitution to see whether the president does have a veto.

Article 90. The Responsibilities and Powers of the President of the Federal Republic of Somalia

The powers and responsibilities of the President of the Federal Republic of Somalia are to:
* (a)  Declare a state of emergency and war in accordance with the law; 

* (b)  Serve as Commander in Chief of the Armed Forces; 

* (c)  Appoint and dismiss the Commanders of the Forces at the Federal Government Level on the recommendation by the Council of Ministers; 

* (d)  Appoint the Prime Minister, and to dissolve the Federal Government if it does not get the required vote of confidence from the House of the People of the Federal Parliament by a simple majority (50% +1); 

* (e)  Dismiss ministers, state ministers and deputy ministers on the recommendation of the Prime Minister; 

* (f)  Sign draft laws passed by the Federal Parliament in order to bring them into law; 

* (g)  Open the House of the People of the Federal Parliament; 

* (h)  Hold an annual session with the House of the People of the Federal Parliament; 

* (i)  Address the House of the People of the Federal Parliament at any other time; 

* (j)  Appoint the chairman of the Constitutional Court, the High Court, and other judges at the Federal Government Level in accordance with the recommendation of the Judicial Service Commission; 

* (k)  Appoint senior Federal Government officials and the heads of the Federal Government Institutions on the recommendation of the Council of Ministers; 

* (l)  Appoint ambassadors and high commissions on the recommendation of the Council of Ministers; 

* (m)  Receive foreign diplomats and consuls; 

* (n)  Confer State Honors on the recommendation of the Council of Ministers; 

* (o)  Dissolve the House of the People of the Federal Parliament when its term expires, thereby prompting new elections; 

* (p)  Pardon offenders and commute sentences on the recommendation of the Judicial Service Commission; and 

* (q)  Sign international treaties proposed by the Council of Ministers and approved by the House of the People of the Federal Parliament


It doesn't say the president can reject drafts sent to him by parliament.

Compare this with the US constitution where it clearly says the president can approve by signing it or reject by returning it to Congress along with his objections.

This lack of veto illustrates why Somali president isn't head of government and why he is s/elected by parliament.

I believe the Somali president is constitutionally a ceremonial president but has a de facto authority over government because he is allowed to appoint the PM.

Everywhere you look in the provisional constitution supports the president being just a ceremonial head of state except for the president appointing the PM, which  I think is a loophole.

The constitution is being amended and the question of whether whether we should have a presidential or parliamentary system is very as far as the constitution is concerned.

The recent actions by Hassan Sheikh have supported those who believe presidential system is not suitable for Somalia.

 Hassan Sheikh is a traitor plain and simple. International community might get chased out of Somalia at the current rate of things. No one likes UNSOM or international community in Somalia because these organizations are destabilizing the country. SRSG Keating gives me a sinister vibe, a darkness, he has a hidden agenda. He is certainly not in Somalia to help the country & should resign. His actions since becoming SRSG prove my point.
