It can be combined with clan in the sense that 4 MPs from the four tribes compete for each of the 92 districts

The international community should step in, and decide for them with an immediate effect. Anyone who refuses or objects to their decision will be arrested and arraigned before ICC

The darod leaders are sure of a defeat and are trying their level best to create chaos. If its based on MPs, hawiye, isaq and digil& mrifle will vote as a block as they always do and case closed. with one man one vote, again the same fate awaits them. I hope silanyo will play politics and allow isaq to vote lol this time around just to deny puntlanders reaching anywhere.
